Job Description
The Enterprise Services Office within the Applied Research Laboratory (ARL) at Penn State University is seeking an Engineering Program Manager to join our team.
Role Overview
This position provides strategic-level subject matter and domain expertise on:
- Intelligence
- Information warfare
- Cyber threats, risks, operations, capabilities, and acquisitions.
You will collaborate with sponsors to deliver high-quality assessments and develop operational and technical solutions addressing wide-ranging issues in information warfare and cybersecurity, supporting Department of Defense, US Cyber Command, and the Intelligence Community to enable and protect the warfighter.
Key Responsibilities
- Collaborate with national security sponsors.
- Deliver superior strategic and technical solutions.
- Manage project costs, scope, and schedule.
- Coordinate with program offices, contracts, and finance.
- Make hiring recommendations aligned with mission objectives.
- Engage in Business Development.
Qualifications
- Typically requires a Master's degree or higher plus 12+ years of related experience, or an equivalent combination.
- Degree in Engineering or Science preferred.
- Expert knowledge in:
- US Government cyber acquisition strategy
- AI
- DoD PPBE process
- DoD acquisitions.
- Familiar with cyber issues like operations, mission planning, training, technology roadmaps, analytics, testing, and evaluation.
- Ability to evaluate the feasibility and implementation of concepts.
- Organizational leadership experience within DoD and Intelligence Community.
- Skilled in building strategies and architecture roadmaps.
- Must hold an active TS/SCI clearance.
Preferred Skills
- DAWAI and/or FAI certifications.
- Technical/Engineering background.
Location
- Fully on-site in Fort Meade, Maryland.

- Successful completion of a pre-employment drug screen required.
